David J. Powell, Ph.D.
Dr. Powell is President of the International Center for Health Concerns, Inc., working with the military and
civilian sectors of fifteen nations concerning behavioral health care. With thirty-six years of clinical
experience, Dr. Powell was CEO of ETP Inc., for twenty-five years, a behavioral health training and EAP firm,
and has been a lecturer/trainer in nearly every US State and over fifty nations. His five books in substance
abuse and clinical supervision are the primary texts in the field.

John J. Burke, M.A., C.E.A.P
Mr. Burke is a Principal in the consulting firm of Blair and Burke, working nationally and internationally with
corporations and public/private sector workplace services vendors in the design of services such as
employee assistance programs (EAPs), work/life, managed care, and other behavioral health programs. Mr.
Burke is internationally recognized for his work in EAPs, serving as the Executive Vice President for
Workplace Services for Value Behavioral Health, and as a founding member of the EAP effort in 1974.

David Mee-Lee, MD
Dr. Mee-Lee is a board-certified psychiatrist with over twenty-five years experience in addiction and mental
health treatment. He holds a faculty appointment at the University of California at Davis. He is the author of
the American Society of Addiction Medicine's Patient Placement Criteria, which has become the
international standard. He has been the director and medical director of several behavioral health programs.

Norman Hoffmann, Ph.D
Dr. Hoffmann is a nationally and internationally recognized expert in behavioral health assessment and
evaluation. He has designed and implemented statewide treatment evaluation systems throughout the
United States and has extensive experience in large-scale database analysis. He is considered by many to be
the leading expert in the world in treatment program evaluation and clinical assessments. He has held
academic appointments at universities such as Brown, Minnesota, and Texas.

Scott D. Miller, Ph.D
Dr. Miller is cofounder of the Institute for the Study of Therapeutic Change and board member of several
journals, Brief Therapy Network, and the National Coalition of Mental Health Professionals and Consumers.
As leading expert on outcome research, Dr. Miller's books on change are major texts in the field. He is an
oft-requested lecturer and training throughout the US and internationally.

Gerald D. Shulman, M.A., FACATA
Mr. Shulman has nearly forty-years experience in the health care field and has been the director and clinical
director of several major national behavioral health care facilities and corporations. With Dr. Mee-Lee, he is
co-author of the American Society of Addiction Medicine's (ASAM) Patient Placement Criteria and trains
health care professionals throughout the world on ASAM. He is most noted for his innovative work in
program outcome studies.
